
Victoria Cumings
Victoria Cumings is a Chief Legal & Regulatory Officer at RTGS.global. Ms. Cumings was previously the Americas representative of the Global Foreign Exchange Division (GFXD) of the Global Financial Markets Association (GFMA) and is based in the offices of the Securities Industry & Financial Markets Association (SIFMA) in New York.
The GFXD has 24 members, between them representing a significant portion of the FX inter-dealer market, and is represented in Europe, the Americas and the AsiaPac region. The GFXD works with key regulators, Central Banks and other interested parties to monitor policy and regulatory developments that could affect the FX markets and seeks to ensure the establishment of harmonised regimes and infrastructure to enable a robust, well-functioning and effective FX market for all participants.
The GFXD also runs a number of FX forums, including a ‘Market Architecture Group’ – an industry-led body whose goal is to try and increase efficiencies and reduce duplication in the technologies used by the industry – as well as industry working groups focused on the practical implementation of many of the new derivatives regulations.
Victoria is primarily responsible for FX issues in the Americas, including the development of GFXD relationships in the LatAm/South America region. She also has responsibility for a number of global projects in areas including margin, clearing and FRTB.
Victoria is qualified as a lawyer in the US (New York) and Australia, and was previously with CLS Bank International where she served as Head of New York Legal. Victoria has also previously held positions at HSBC Securities USA (New York), Davis Polk & Wardwell (New York and London) and McCullough Robertson Lawyers (Australia).
