Betsy Gilligan

Assistant Vice President, Financial Services Operations and Associate General Counsel, SIFMA

As Assistant Vice President, Financial Services Operations & Assistant General Counsel at SIFMA, Ms. Gilligan has held member-facing leadership positions including managing the Fraud mitigation working group as well as overseeing the broker-dealer response to the SEC’s Open-End Fund Liquidity and Swing Pricing proposal. She supports the Operations, Technology and Business Continuity Planning team’s cybersecurity, incident response planning, and resiliency initiatives. Ms. Gilligan also serves as Staff Advisor to the highly engaged Customer Account Transfer and Credit and Margin Forums which includes engaging members, planning strategic programming, and advocating concerns to regulators.

Prior to joining SIFMA, Ms. Gilligan held compliance, legal, and regulatory roles in consulting and higher education. She began her career with the United States Senate, in which she led community engagement by executing outreach and media events, oversaw the internship program, and managed constituent relations.

Ms. Gilligan earned a B.A. in International Relations from Saint Joseph’s University, a Master of Arts in International Relations from Seton Hall University and a J.D. from Seton Hall University School of Law and is a licensed attorney in New Jersey.
