Andrew Guggenheim
Mr. Guggenheim serves as Managing Director and Associate General Counsel at SIFMA. In this role, Mr. Guggenheim advocates on behalf of broker-dealers, investment banks and asset managers operating in the U.S. and global capital market on state legislative and state regulatory issues. In addition, Mr. Guggenheim monitors state-based policy organizations on behalf of the securities industry.
Prior to joining SIFMA, Andy Guggenheim served as Vice President and Senior Counsel for the American Bankers Association (ABA) focusing on state legislation. In this role, Mr. Guggenheim was responsible for tracking and reporting on legislation impacting the banking industry across all 50 states and representing the banking industry at national state policy organizations (NCSL, CSG, ALEC, Uniform Law Commission). Mr. Guggenheim joined the ABA in June 2015 after working for the U.S. House of Representatives Committee on Small Business where he handled small business finance issues and oversight of the U.S. Small Business Administration (SBA). Andrew Guggenheim has also held positions in the General Counsel’s Office at the U.S. Election Assistance Commission (EAC). Before joining the EAC, Mr. Guggenheim served at the SBA as an Assistant Director in the Office of Congressional and Legislative Affairs and as a Senior Advisor in the Office of Capital Access. Prior to working for the SBA, Mr. Guggenheim worked as Legislative Assistant and Deputy General Counsel for former U.S. Senator George Allen (VA). Mr. Guggenheim has also held positions with General Electric Consumer Finance, the New Jersey Attorney General’s Office and the Connecticut State Senate.
Andy Guggenheim earned his JD, from Quinnipiac University School of Law in Hamden, CT and his Bachelor’s degree in Communications and Political Science from Northeastern University in Boston, MA. He is a member of the New Jersey and Washington, DC Bar.
