Kerry Gutknecht
Kerry Gutknecht is a Senior Manager with Sia Partners and is a compliance attorney providing advisory and consulting services on governance and risk program management. Kerry served for several years in the General Counsel’s office of the White House Office of Management and Budget (OMB) during the Obama, Trump, and Biden Administrations, where he advised clients including the Office of Information and Regulatory Affairs and the U.S. Digital Service on regulatory procedural compliance, procurement policy, information security and controls, and litigation discovery privileges. Kerry has led the revision of regulations on privacy and information access and was a contributor to the last four editions of the annual Budget of the United States. Prior to joining OMB, Kerry was a Consultant for Deloitte Consulting providing compliance assessment and advisory services to technology and telecommunications industry and government clients.
Kerry graduated from The Evergreen State College in Olympia, Washington, where he majored in Economics and Political Science and in 2014 received his J.D. from The Catholic University of America Columbus School of Law in Washington, DC, where he was Managing Editor of the Journal of Law and Technology. He clerked for the FCC’s Administrative Law Judge, the EPA’s Office of Enforcement, and served as a Legal Fellow to the House Energy and Commerce Committee.
